Key Roles and Responsibilities

The office focuses on streamlining internal processes, improving consular and diplomatic services, and enabling secure, data-driven engagement with citizens, the diaspora, and international partners. It promotes the use of centralized platforms, automation, and interoperable systems to support transparency, responsiveness and data driven decision making. By aligning with national digital standards and global best practices, the office ensures consistent, inclusive, and efficient service delivery across the sector, while optimizing technology investments and fostering innovation in foreign affairs.

Mr. Eric Ngabo

Business Analyst, Digitalization

Mr. Eric Ngabo is the Head of the Digitalization at the Ministry of Foreign Affairs and International Cooperation, where he leads the Foreign Affairs sector’s digital transformation agenda. Since taking on this role, he has overseen the modernization of consular services, driving efficiency, innovation, and citizen-centric service delivery across the Ministry and Rwandan embassies.

A seasoned IT professional, Mr. Ngabo brings extensive experience in IT service management and digitalization. He is a certified Project Management Professional (PMP) and a fellow of the Public Sector Fellowship at the African Leadership University – Center of Reimagined Africa. He holds an Executive Master’s in Information Security Management from Solvay Brussels School of Economics and Management in Belgium.

Before joining the Ministry, Mr. Ngabo worked as an IT consultant for Capgemini Belgium and CGI Belgium, contributing to major digital initiatives for clients such as GSK Vaccines, Johnson & Johnson, BNP Paribas Fortis Bank, and the European Commission (DG TAXUD).
